About Peero

How a small country closes a big skills gap.

Peero didn't begin as a company with a product to sell. It began in Cēsis in 2021, inside a national movement — and we're still asking a version of that first question, now for every organisation we work with.

Where it started

A graduate of the movement it grew out of.

Peero began inside Valsts #196 — a national movement founded in Cēsis in 2021 to strengthen the digital identity of Latvia's people, not just its infrastructure. On paper, Latvia ranked well above the European average for internet access and digital public services, but well below it on something harder to measure: people's ability to actually put technology to work.

Ten founding partners — the Ministry of Economics, the Cēsis municipal government, leading Latvian universities, IT companies, and creative-industry representatives — came together around that single gap.

One of the movement's first initiatives was a free data analytics course, run in Cēsis with Riga Technical University, that asked for no prior experience — only curiosity.

The people who came through that course, and the ones who helped teach it, went on to become the core of Peero's data and analytics leadership. Peero, in that sense, is a graduate of the very movement it grew out of.

What we learned

The hardest part of a data project is a person.

Building data capability taught us something the technology never could: the hardest part of any data or AI project isn't the pipeline, the model, or the dashboard. It's the person who has to trust it, learn it, and choose to use it every day.

We saw the same pattern again and again — rollouts of new tools and new ways of working stalled not for lack of technology, but for lack of engagement. Before people would climb the harder rungs of data literacy, analytics, and AI, they needed to feel motivated, recognised, and part of the change.

So we built for that too. What started as a side discovery became a data-driven approach to people and change management — the culture and recognition that make a technology investment actually stick.

What we do today

Technology creates value once people are ready to use it.

That one belief shows up in everything we offer — three ways into data capability, a studio of people to deliver it, and a platform to make it stick.

Around that sits our Talent Studio — a growing network of freelance data professionals, university and academic partners, and data-solution vendors, connected through one ecosystem rather than competing in isolation.

And underneath it all is the layer we discovered we couldn't skip: our Behavior Activation Platform, built to create the engagement, recognition, and culture that data and AI adoption depend on — so the tools people are given are tools they actually use.
